The scraper in the photos was made using a triangular carbide lathe cutter bit. The tool is very simple but effective in scraping fuller grooves in the blade. The point can be shaped so you can get variations in the groove it cuts.
Fullers are used to lighten the blade while at the same time making the blade stiffer by changing the cross section. In the photos the fuller has been offset from the center line and staggered for side to side. I used the tool on a pull stroke and was amazed at how fast and accurately it cut the fuller.
